My 2 cents here...the excerpt does not refer to ROOMMATES.  It specifically states "marry or live in a spouse-like relationship" and then goes on to state "spouse or cohabitant", so one should be able to see there's no 'spouse-like relationship' with a roommate.  If the start applying this to roommates (who are not sharing your bed!), then who's to say it doesn't apply to other issues like who's in your carpool, social organization, etc.

I definitely would follow the advice of clarifying with your security officer though to ensure your following procedure.

I just love how the government denies people in a "spouse-like relationship" their marriage rights but then wants to treat them like they are married when it suits their own purposes.

If you read my post, you will see that I said many agencies require the investigation even if it is not a spouse like relationship.

I had listed my girlfriend as a cohabitant on my 86 for my SSBI. I can't remember, but I'm pretty sure that she did not sign anything. I did have to give her SSN. I'm not sure of the extent of the background check that was done on her, but we did see an inquiry on her credit report from OPM so we know that they checked her financial records at least. Her family was never contacted, but she did have a personal interview with the investigator. It was about 45 minutes and she was asked the same basic questions that all of my other references were (Lifestyle, Affiliations, Foreign Interests, etc).
