I am part of a DoD office located at Kennedy Space Center. We work several delegations from NASA. With the impending end of the Shuttle program, we will be reducing from 42 employees to 16 or 17 by Oct 2010. Briefly, we have 12 1910s supporting NASA on the orbiter, 4 1910s supporting Space Station, 4 1910s supporting ORION and 22 supporting the Solid Rocket Boosters. Under the current projections, all but 14 of the 23 SRB positions will be eliminated, all 14 Shuttle, all 4 Space Station and all 4 ORION positions will be eliminated. Since the Agency is not planning to separate or demote any displaced employees, a RIF is not planned. I cannot find much of any guidance as to how the agency should handle the downsizing. It appears that our Agency is planning to treat all GS1910 positions as identical even though to positions are assigned to support specific delegations. The Agency just started sharing a list with all employees to show where each stands in relation to SCDs. The problem is that the list lumped GS11s and GS12s together. Also, the list doesn't separate Career Conditional from Career. Although the basic PDs are similar, there are specific and unique training requirements for the different LODs. If the agency wants to lump the various teams into one bucket and eliminate those individuals with the lowest SCDs regardless as to whether their specific postion is being eliminated, does the agency have the right to do this? Is this in effect not a RIF and just not being called a RIF?
