I am a GS-0801-12-10 with NAVFAC. I was selected for a YC-1152-02 position last week with NAVSEA. I have not received from HRSC an offer yet (next couple days).
With all this NSPS to GS conversion talk, what is the best thing for me to do at this time? I want to negotiate as high a salary as possible in NSPS. Any advice would be appreciated. |

Since the DAA was signed today, what does that mean for me not having been extended the offer for the NSPS YC-1152-02 position? Is it possible I will be offered a GS-13 step something position instead?

quote: I think if it were me, i would negotiate a salary equal to or grater than a GS-13 Step 4 (depending on your location). I used Rest of US for my choice. If you fall under rest of US, you would get 87893 a year as a GS-12 step 10. In the same area, if you are a GS-13 step 4, you would get 88443. Si if they reverted you back to GS, you wouldnt lose pay and all is good. |

As I understand the process; since this is a promotion not a reassignment I am looking at a minimum of 6% increase, up to 12% with proper level of approval.
My target is 10% or GS-13-7 or 8. 6% is a GS-13-06. |

quote: Sorry, but GS-0801-12 would "convert" to YA-0801-2. That's the first step HR takes when determining what type of action the placement falls under. YA-2 and YC-2 are considered comparable pay bands, and movement between comparable pay bands is a reassignment. Pay increases are limited to 5%. 9901.353 Setting pay upon reassignment |

Rocker,
Let us know what your HR office says regarding your situation. Is it a reassignment or promotion? I thought, like HR Spec, it is a reassignment and therefore you're limited to a 5% salary increase. |

I am leaving one Navy Command (NAVFAC)for another Navy Command (NAVSEA) and it is a PROMOTION.
Going from a 0801 PD in NAVFAC to a 1152 PD in NAVSEA. |

Is that what HR is calling it? Glad to hear it, although I don't know how they justified this as a PROMOTION: SC1950.6.3.3.9.1. Movement from a professional and/or analytical pay schedule to a supervisory pay schedule is considered comparable across corresponding numerical pay bands, i.e. Pay Band 2 to Pay Band 2. The same applies when moving from a corresponding supervisory pay band to a professional and/or analytical pay band. § 9901.353 Setting pay upon reassignment. (a)(1) A reassignment occurs when an employee moves, voluntarily or involuntarily, to a different position or set of duties within his/her pay band or to a position in a comparable pay band, or from a non-NSPS position to an NSPS position at a comparable level of work, on either a temporary or permanent basis. Good luck getting more than 5%. If you do, I hope for your sake no one ever discovers the error; otherwise, you'll be indebted for any overpayment. |

No matter how much you believe that, and no matter how many people tell you this is a PROMOTION, you are getting a bum scoop and that is WRONG. A GS-12 going to a YC-02 job is not - repeat not - a promotion. |

Uh - since the defense bill was signed eliminating NSPS through phase out, I am to understand, as does our HRO, that there are to be NO more NSPS hirings. Even though job postings list openings as NSPS, the actual position and SF50 action will be GS. (grade being the former existing virtual GS grade or newly classified and rated equivilent). Busy, busy HRO offices right now.
Anyone else know otherwise? thanx |
