HR has not presented anything yet. I could be out to lunch and it is a reassignment.

Actually the change requires the SEC DoD to convert all back by 2012, until new regulations are promulgated there still will be vacancies filled under NSPS

Finally received the official offer from HR.  It is a REASSIGNMENT vice a promotion.  I received the 5% maximum increase. 

All in all, going to NSPS increased my pay.  Had I gone directly to GS-13, I probably would have landed as a GS-13-4.  I obtained a pay between a step 5 and step 6.

You will not get n offer greater than 5%. Shot for 5%
