MEMORANDUM FOR RECORD
SUBJECT: INTENT TO DENY SECURITY CLEARANCE 1. The following is in reference to statement of reason dated 18 May 09. 1a) Received statement stating $0 balance. Statement is attached 1b) Paid in full on FEB 26 2009 in the amount of $1,364.66 1c) Added to the Iniguez Law Firm debt consolidation APRIL 17, 2009 1d) Added to the Iniguez Law Firm debt consolidation April 17, 2009 1e) Paid half December 07 2008, waiting to pay other half till I receive bonus on July 22 2009 1f) Paid in full on June 10 2009 in the amount of $135.45 1g) Added to the Iniguez Law Firm debt consolidation July 10 2009 2. The following is a list of other debt that has been paid off but is not included in Statement of reason dated 18 may 09 a) ING DIRECT was paid in full on April 22 2009. b) T-Mobile account reference number xxxxx was found to be fraud and removed on April 20 2009. c) FBCS (Guaranty Bank) account number xxxxx was paid in full on May 23 2009 in the amount of $289.84 d) Express Claims Service was paid in full on July 01 2009 in the amount of $360.50 3. My plan to cover the rest of the debt accrued before I joined the military which is not included in the debt consolidation such as the loan through patriot and pioneer military loans, the loan through Freedom Furniture and electronics and the rest of the allotments from my LES is to pay them in full on Sept 01 2009 after are unit arrives back from NTC and I can insure that I have received my enlistment bonus. By doing This I will have $2,000.00 remaining which I plan to put $500 towards paying off the remaining amount owed to Security Check for Sky Venture- Pizza Hut (1e) and take the remaining $1500.00 and put it towards paying off the debt consolidation to eliminate 1c, 1d, and 1g. I also plan to take the money that I make well deployed and put it into a savings account to earn interest so that when I return from deployment I can pay off my student loans and any other bills that arise. 4. The following is in reference to Applicable personnel security guideline (s). F) Failure or inability to live within ones means: I had fallen into this financial situation before I joined the military; I had run into some legal issues which caused me to lose my job and the money. These Legal issues started on October 1st 2008 and didn’t get settled until June 16 2009. I had put aside disappeared quickly. Due to the Legal issues pending I had no way of getting a job for 8 months in which during this time my debt piled up and went into collections as my saved income was quickly depleted. Since then the legal issues were solved and I got into active duty and have been living in my means with no extravagant spending and no luxuries I couldn’t afford. Satisfy Debt: Since my legal situation was settled and I got into the military I have been making every effort to settle the debt I have and minimizing the creation of new debt as shown by the attached supporting documents and 1a, 1b, 1e, 1f and the adding of 1c, 1d, and 1g into a debt consolidation to make them easier to manage. Meet Financial Obligations: Since I have joined the Army and gotten a steady source of income I have made every financial obligation to the loans that I took out from patriot and pioneer military loans to get caught up. I have also made my cell phone, internet, cable and loan payments on time as well. 5. In response to the section of Conditions that could raise security concern and may be disqualifying. I have gone down to MWR and talked with them about my debt to income ratio, I had them look through my bills and my LES and I also showed them a debt plan which would eliminate my debt by the time are unit returns from Iraq. I have made every effort and stretched every penny to settle my debts and live within my mean. I have spoken with every debt collector and every creditor and explain to them the situation and have made arrangements with some and the rest put into the debt consolidation. I do not own a car because I know I cannot afford the insurance or the cost of gas, I walk everywhere to save what I would have spent on cab fair and I spend the least amount I can on food and still be feed. There have been no attempts by me to hide my debt or to blow off the creditors. I have made every attempt to pay the bills the second I have the money and to insure that I keep every collector informed on when I will have the money, when I can schedule a payment and when I will have a plane to pay them off in full. 6. Point of contact for this memo is the undersigned at 651-xxx-xxxx SOLDIER87. SPC, FA TRAINING ROOM |

the letter is reasonable, firstly paste it into word and run a spelling and grammar check. there are some places where you have "are" instead of "our", etc.
In paragraph 3 you make it a bit difficult to understand by listing loans and plans without specifics. I recommend this format "I am paying off my debt by XXXXX (that's a date). I intend to do this by using the following bonuses and payments (list bonuses and payments here). In the mean time I am making payments on these of (number of dollars) per month. " I also think you meant ACS instead of MWR. Add in some stuff about how you've learned from the experience and have a plan and will definetly keep on track and stay financially sound. Other than that, it's a pretty good memo. Probably better than most would expect from a SPC. Good luck and keep in touch. I think I read you're down range now. If so come home safe and thanks for being there. |

That was informative. Im going to print this out and keep it with the file job related stuff should I ever be denied a clearance. I have to say, this thread pretty much sums up every question Ive ever seen asked about getting a clearance with credit problems.

Straight up PERSEC that's exactly what adjudicators are looking for. You would surprised how times response are written out on notebook paper, among other things that do not help their case. :)
