President Obama on Oct. 28 signed the Fiscal Year 2010 National Defense Authorization Act, H.R. 2647, which ends the National Security Personnel System and includes a range of major—and long-coveted—changes affecting federal retirement. National Active and Retired Federal Employees Association President Margaret Baptiste called the bill “a victory for active and retired federal employees.”
Annuitant Work Rules—The law updates work rules for reemployed annuitants, allowing them to return to service after retirement on a limited, part-time basis without being penalized by an offset of retirement annuity. Reemployment will be limited to 520 hours in the first six months following retirement, and 1,040 hours in any 12-month period. Reemployed annuitants will be able to work a total of 3,120 hours before any offset to annuity occurs. That change benefits government as much as it does retired feds, Baptiste said. “Many federal retirees continue to make critical contributions to our safety and well-being during this time of national need, when workforce shortages have deprived some agencies of employees with critical and specialized skills,” she said. --> DISCUSSION: Tell FederalSoup.com what you think.
